Senate Republicans are expected to raise concerns with Skinner's legislative record as they aim to protect Californians from burdensome regulations that only worsen the affordability crisis.
Skinner's appointment to the energy commission will certainly exacerbate the costly and ideological leftist agenda Democrats would like to push through the commission. She is in favor of zero-emission mandates and price controls.
During the special session in 2023, she authored legislation on behalf of Governor Newsom to push the gasoline price gouging narrative. SBX1-2 authorized the California Energy Commission to set a maximum gross gasoline refining margin and impose penalties on refiners exceeding this margin but ended up hiking up the cost of gas for drivers.
Senate Minority Leader Brian W. Jones recently highlighted this crisis by releasing an analysis projecting gas prices could go up to $8.43 as refineries continue to close, driven by hostile state regulations just like SBX1-2.
